Я думал вы имеете ввиду компании или организации чисто Азербайджанские по этому назвал Сокар и МинФин. На счет Бакыэлектрикшебеке не уверен (кстати это мое самое первое рабочее место в далеком 98-2002 годах). А так много компания где есть САП. Но они все к сожалению иностранные. Но кажеться САП скоро запускает новый проект для среднего и малого бизнеса. Надеюсь после этого САПовцев у нас будет на много больше чем сейчас. Программа просто идеальная особенно для оперативного выслеживание себестоимости производство, что помогает во время устронять производственные и финансовые издержки.

Пока что они переходят. Но на данный момент Бакыэлектрикшебеке на Гюнеш системи. У них есть договор с копанией Техносервис (Россия) на устаноку САП-а. Но это после нового года

Это алтернатива EU против ACCA (UK) и CPA (US). Пока не может конкурировать с ними и все Big Four предпочитают последних.

Думаю, у них другая таргет-группа -- не работники аудиторских компаний, а бухгалтера местных предприятий, которым надо переходить на новые стандарты.

American adoption of standards could undermine stable platform. By Louise Ross, technical specialist, CIMA.

IFRS could be retrospectively changed to become more rules based as a result of US adoption, according to a major figure in the US accounting world.

Speaking at the International Financial Executives Leadership Forum in Washington, Barry Melancon, CEO and president of the American Institute of Certified Public Accountants, predicted: ‘Unfortunately for the rest of the world, the US adoption of IFRS will be a two way process which would result in changes to current IFRS – to make individual standards more rules based.’

The SEC does not propose to start implementing IFRS until 2014, and it said it will phase in organisations of different sizes over three years.

Resist tailoring

CIMA CEO Charles Tilley responded to Melancon by expressing his support for a single global reporting language. However he was disappointed at the lengthy timetable before adoption by the US in 2014 (adoption in Canada will be in 2011), and urged the US to resist the temptation to tailor IFRS.

Tilley's speech also touched on topical issues – the need to maintain proportionate regulation, approval of the SEC’s XBRL initiative, and support for the IASC Management Commentary standard. Both the latter initiatives promote better internal and external information, and a closer alignment between the two to enable the reporting of performance ‘through the eyes of management’.

The exposure draft for the Management Commentary standard is expected in Q1 2009. Tilley’s comments at the IFELF conference were made during the plenary session during which CIMA, AICPA and CMA Canada jointly discussed the IFAC project on the Financial Reporting Supply Chain. This included a global survey undertaken last year into corporate governance, financial reporting and audit issues.

Financial Reporting Supply Chain

Steve Vieweg (CMA Canada) focused on the survey’s conclusion that the central component of corporate governance was the assessment of board executives, not just their performance, but their compensation and training.

He identified four issues central to organisational success or failure: the organisation’s culture, the board itself, the CEO and the adequacy of internal controls. He commented that the board needs better, rather than more information, for it to concentrate on strategic matters. It needs to be aware of operational matters only to the extent necessary to discharge its mandate – that being one of the FD’s roles, to identify and provide this data on a need to know basis.

Vieweg recommended a solution he is to introduce to his CMA Canada board, which is to ask board members to assess the fitness for purpose of each piece of supporting information provided for board meetings.

This is not just about assessing whether the information was clear, complete and balanced, but also whether it was appropriate for that specific individual’s familiarity/expertise with the issue. He mentioned other useful tools including the CIMA Strategic Scorecard™.

CIMA worked closely with IFAC to produce the survey published in March this year, and Tilley advised that CIMA had built on respondents’ comments about how financial reporting needs to develop, by hosting a round table of financial leaders. The key calls from that event were to make available to the board top slice information, and to focus on narrative reporting to help the board and external users understand drivers of performance and where value was being created.

A telling quote from one participant had been that the annual report should be written so that the intelligent 20 year old offspring of the chairman should be able to understand the business – a standard reached by very few reports, according to Tilley.

Tilley advised IFELF delegates to monitor the next phase of IFAC’s work (also undertaken with CIMA) on Business Reporting, one aim of which is to publish good practice guidance.

Will US delay reduce its global influence?

The IFELF audience asked - given that the rest of the world will be IFRS compliant by 2012 - what happens if IFRS implementation in the US is delayed even longer than 2014?

The panel acknowledged there was the real risk of the US losing global influence. The US traditionally has the lowest cost of capital, but it would be a test of how capital market influences apply, to see whether it could maintain this place.

Shallow recession

Other highlights of the IFELF conference included the opening session from economist Thomas Berner who predicted that there would be a shallower recession than the one in the early 1990s, but a slower recovery.

Focusing on the US, there were some grounds for optimism, he said. The Federal Reserve has been proactive, reacting much more quickly than for previous economic downturns. However, its monetary policy can’t be as effective as usual – since banks are hardly lending, they can’t pass on lower interest rates. Thomas recalled this was the liquidity trap that Japan fell into, when it didn’t matter how low it made interest rates.

He also felt there was a bright spot in terms of the contribution emerging markets would make to the global economy, predicting they would account for half of global growth.
This theme continued into CIMA Professor Wim Van der Stede’s presentation on enterprise governance, about how to manage risk in a downturn. Enterprise governance is a concept developed by CIMA, now adopted by IFAC, which aims to structure organisations to balance governance with performance.

Van der Stede’s thesis was ‘the better prepared the better’. Crises aren’t unusual, he said. All industries face them at some point, as do individual companies – for most, it only takes five to ten years for their competitive advantage to be eroded, and for stagnation to threaten. And even the best performing companies will have periods when they make a loss.

He said that risk management should be prevalent during all phases of the business cycle, not just the downturns. Unusually high profits should be scrutinised rather than blindly celebrated as they often contain the seeds of future calamity.

Probable higher earnings under IFRS
The majority of delegates to the conference were from the US and Canada - both countries readying themselves to adopt international accounting standards. This made the session on IFRS popular.

Paul Munter of KPMG cited research on reconciliations between the results of foreign issuers using both US GAAP and IFRS. Two thirds showed higher earnings under IFRS than US GAAP (median difference 12.9%, but in some cases it was double), and one-third showed lower earnings under IFRS (median difference 9.1%, but the worst case was income of less than a third of that calculated under US GAAP).

Only in two cases out of the sample of 130 was income the same under both regimes.

Future of Finance
The changing role of the finance function was discussed by CIMA president, Glynn Lowth, and two US based CIMA members Paul Massey and David Taylor in the session ‘Improving decision making’.

The panel compared the typical finance department in 2000 (still largely transaction processing, but with some decision support) to a predicted 40% smaller function in 2010. It analysed the new skills required by accountants to supplement their traditional finance and accounting expertise. То, что в США переходят на МСФО, известно уже давно. В статье же, приведенной Гошгаром, говорится о том, что этот переход приведет к изменению самих международных стандартов:

Dec. 15, 2008 (Associated Press) — WASHINGTON - The federal deficit for 2008 would top $1 trillion if the government had to use the same accounting methods as private companies.

And that doesn't even account for the huge costs of the Wall Street bailout, which didn't really start until the new budget year began on Oct. 1.

The government is promising $49 trillion more than it can deliver on Social Security, Medicare and Medicaid over the next 75 years unless Congress steps in to shore up the system. Some combination of tax increases, benefit cuts or other policy changes is needed to stave off unsustainable deficits.

That was the finding Monday when the administration released a 188-page "Financial Report of the United States Government" for the 2008 budget year that ended on Sept. 30.

The report, released by the Treasury Department and the White House budget office, found that under the accrual method of accounting used by businesses, the deficit for 2008 would have totaled $1 trillion - not the $455 billion reported in October under the cash system of accounting.

Under the accrual method, expenses are recorded when they are incurred rather than when they are paid. That tends to raise costs for liabilities such as pensions and health insurance. The big jump in the 2008 budget year was largely due to changed calculations for the payment of veterans benefits.

Even under regular cash accounting, the deficit is expected to top a staggering $1 trillion for the ongoing 2009 fiscal year, reflecting the costs of the Wall St. bailout, weaker tax revenues from the deepening recession and the costs of President-elect Barack Obama's upcoming economic recovery measure.

What's more: The report doesn't factors in the enormous potential liabilities incurred by the Federal Reserve System over the past few months as it has tried to stabilize the financial system by taking steps like guaranteeing $306 billion worth of Citigroup troubled assets. Fed transactions aren't reported on the government's books.

Despite the turmoil caused by the financial crisis, the longer term liabilities facing the government are even more staggering.

Virtually every budget expert warns that the long-term costs of federal retirement programs like Social Security and Medicare are going to swamp the budget as more and more baby boomers retire. The long-term shortfall for Medicare grew by $3.1 trillion over the past year.

"This report shows we have fiscal cancer and once you have cancer you have to treat it,' said Rep. Jim Cooper, a Tennessee Democrat. "Our problems are metastasizing at the rate of about $3 trillion a year, and that's before the bailout."

"We must not forget the long-term needs that pose a significant threat to our economy's fiscal sustainability," said Treasury Secretary Henry Paulson. "Changes are needed to ensure these programs are fiscally sustainable."

"It is without question that we face extraordinary challenges in our financial markets and the larger economy," said White House budget chief Jim Nussle. "As a result, the bottom-line budget results in the short-term are sobering."

The fiscal results also amplify President George W. Bush's record on the deficit. Virtually every administration promise on the deficit has failed to come to pass.

Bush hands President-elect Barack Obama a government in bad fiscal shape, but Obama's unlikely to tackle the deficit until an economic recovery begins.

Bush inherited a budget seen as producing endless huge surpluses after four straight years in positive territory. That stretch of surpluses represented a period when the country's finances had been bolstered by a 10-year period of uninterrupted economic growth, the longest expansion in U.S. history.

Twelve years ago, Congress ordered the government to start issuing annual reports using the accrual method of accounting in an effort to show the finances in a way that was comparable with the private sector.

Азиатский банк развития (ADB) одобрил грант на «Повышение стандартов раскрытия финансовой информации в Армении, Азербайджане и Грузии».
В сообщении банка указано, что размер гранта составляет $600 тыс. Проект направлен на совершенствование управления в корпоративном и финансовом секторах Армении, Азербайджана и Грузии.

Проект направлен на повышение качества стандартов бухгалтерского учета в соответствии с международными стандартами финансовой отчетности (МСФО) и стандартов аудита в соответствие с международными стандартами аудита (МСА).

В частности, будут подготовлены:
- Руководство по методологии согласования доходов и стоимости активов в соответствии с МСФО и национальными налоговыми кодексами;
- Руководящие принципы для толкования и реализации МСА;
- Руководящие принципы по критериям для вступления и продолжения бухгалтерской и аудиторской практики;
- Руководящие принципы для внутреннего аудита фирм, аудита государственных предприятий, их качества и контроля качества аудита;
- Руководящие принципы на национальных языках Международной федерации бухгалтеров (МФБ) по международным стандартам аудита;
- Подготовка и применение МСФО и МСА бухгалтерами, аудиторами, а также регулирующими органами;
- Региональные интерфейсы для решения общих ограничений.

Согласно оценке банка, техническая поддержка потребует 24 человеко-месяцев и консалтинговые услуги в период с апреля по октябрь 2009 года. Международный консультант будет лидером команды и бухгалтером.

Национальные консультанты будут бухгалтерами, по одному от каждой страны. Четыре консультанты будут оказывать помощь сотрудникам из трех стран. Международная консалтинговая фирма будет выбрана на конкурсной основе в январе 2009 года.
